Interesting printing error with clear doubling of the intaglio layer on the obverse. This is well visible in the attached macro photos of selected sections.
The doubling, looking like a fuzzy, low-precision printing on the first evaluation of the issue, gives the impression that it may be a circulated forgery. Arguably, it was treated that way in the era as well, as there is a smudge on the obverse that looks like from a pen checking for originality.
The item is undeniably original, and the printing error is rare and impressive.
