Very rare minting error - coin struck on the wrong disc.
10 pennies minted on a disc from 1 penny - made in the wrong metal, with less than the correct diameter.
This can be well seen, among other things, by how the rim was reflected only fragmentarily. We have also shown the difference in additional photos.
