Minted to commemorate the creation of the three-member Reorganization Commission and the promulgation of the Constitution of the Free City of Cracow.
Representatives of the three partitioners were chosen as commissioners: Wilhelm de Pflügl (Austrian commissioner), August de Forckenbeck (Prussian) and Ludwik de Tengoborski (Russian).
