Established by the Sejm of the Republic of Poland on January 8, 1938 to honor citizens for their work in state service.

The graphic designer of the decoration was Prof. Stanislaw Ostoja-Chrostowski.

The ribbon is original, joined by wire (secondary).

Diameter: 35 mm.
